Dear Donelle, I strongly doubt that there are any European stores (beside the one in Paris, of course) which sell the exclusive range. To my knowledge, there are actually just two stores beside Parisian boutique, which sell the ‘bell jars’ – Bergdorf in NYC and the Lutens’ boutique in Moscow.
However I would suggest you to order the fragrances @ Serge Lutens’ official homepage, which ships all across Europe. You could definitely order it to the address of your Riga’ hotel, f.e.

Just came out of Neroli. They have seriously reduced their fragrance offerings and are now more focused on skin care. From what I saw, they still had a lot of Tiziana Terenzi and V Canto. Also DiVina Terra. Other brands have disappeared Completely (parfums de Marly, Micallef….) or as good as disappeared (etro, parfums de Rosine..).
Quintessence no longer carries Jul et Mad, unfortunately
